The participation of local and aboriginal communities is at the heart of the mineral strategy. Various tools will be made available to ensure these communities have a role in the mineral development of their region and benefit from the jobs and economic spinoffs generated by new projects.

The mineral strategy also sets out measures to ensure better use of land and reconcile different forms of use. The government will introduce several amendments to the Mining Act that give the minister the power to declare areas off-limits from mineral activity and strike a better between conciliation types of land use.
